To be consistent with https://ossf.github.io/osv-schema/#purpose, could we use "a standard interchange format for describing vulnerabilities in open source packages." verbatim here?

Great idea! I had not seen this site before. Much appreciated. I added the words, feel free to make any changes to the Mission and Scope or let me know if you have questions on the other material.

@rsc @chrisbloom7 have been the two other main contributors to this project. Any thoughts?
