災害時の中止基準の明文化 #940

2018年7月28日のOSS Gate東京ワークショップについて、前日27日朝9時の時点で

開催地が台風12号の暴風警戒域に含まれる
台風12号の上陸が当日夜で、参加者の帰宅に影響する

事を理由に開催を中止しました。その際の作業フローは以下のような物でした。

前々日あたりの中止検討時点
- 参加者・キャンセル待ちの人にアナウンス
- 会場に連絡
中止決定時点
- 会場に連絡
- 参加者・キャンセル待ちの人にアナウンス
- イベントページに中止の旨を追記
順延はしない（予定通りの次回開催待ち）

今後同様の事があったときに判断や対応に迷わないよう、これらをどこかに明文化しておくのがよいと思います。どこに書くのが適切でしょうか？
