OSM Node becomes Atlas Point with questionable logic

OSM nodes are promoted to Atlas Point when they have some OSM tags. The logic determining when that is the case is very questionable (counting artificial tags and making sure it does not go over a certain limit) and easy to break by unsuspecting changes.
