background_inputs should be broken up into background_keyboard_inputs, background_mouse_inputs, and background_joystick_inputs

You might want background joystick inputs but not background keyboard inputs. That would also let you get rid of the debugger check, because having background joystick inputs wouldn't interfere with using the debugger.
