Feature Request: Specify Mirrored Accounts

Feature Request

As a user I would like to be able to toggle which accounts get mirrored in the gov partition upon creation.

Your environment

• version of org-foramtion: 1.0.3
• version of node: 16.17.0
• which OS/distro: Windows 11

Steps to reproduce

No reproducible steps.

Expected behaviour

If I provide a property flag to an account object, such as toBeMirrored: <Boolean> upon account creation is should only create a mirrored account in gov partition if the Boolean provided is true

Actual behaviour

This is a new feature request. No existing behavior.
