Select different kinds of government bodies easily

Currently there is only the 'Alle gemeenten' shorthand to select all government bodies easily. Now that we have municipalities, provinces and ministries we should make it easier to select these as a group

Describe the solution you'd like
Instead of a single 'Alle gemeenten' shorthand there should be 4:

• Alle overheden
• Alle gemeenten
• Alle provincies
• Alle ministeries

This also prvides a framework for further expanding these shorthands in the future.
