Using 3.0.8 version of OpenSSL on window 11 getting error Failed to load any of the given libraries: [netty_tcnative_windows_x86_64, netty_tcnative_x86_64, netty_tcnative]

I build and installed openssl 3.0.8 version on window 11 desktop following the tutorial it build and installed successfully

But while using in my application i am getting error while calling OpenSsl.ensureAvailability() method.

Failed to load any of the given libraries: [netty_tcnative_windows_x86_64, netty_tcnative_x86_64, netty_tcnative]
