Release announcement email instructions from do-release.pl are incomplete #28

The do-release.pl script issues instructions on how to email announcements:

They do not mention that public releases should also be emailed to support-announce
Premium releases do not use do-release.pl, so there are no instructions at all for how to announce premium releases
