Telegram Bot. Rework the logic for removing members from a group.

Now, when a member leaves the group on his own or is banned by the administrator, the bot deletes the member's entry from the database, instead, the deletion should be replaced with changes in the member's status that comes from the telegram network. After that, fix all code affected by this change.

Сейчас когда участник выходит самостоятельно из группы или его забанил администратор - бот удаляет запись участника из базы, вместо надо заменить удаление на изменения статусов участника которые приходит от сети телеграм. После этого исправить весь код на который влияет это изменение.
