Links to RHEL docs should use version 8 for OCP 4.0->4.12, and 9 for OCP 4.13+ #66588

All versions.

What needs fixing?

The links pointing to the RHEL documentation should use versions that match the version of RHEL which is included in RHCOS as part of OCP.

OCP versions 4.0 to 4.12 use RHEL 8 as a base. OCP 4.13 and later use RHEL 9.
