Approximate play time before issue: Thousands of hours.

Issue Description

The handoff I received from the previous controller was an unavoidable accident in progress.

Steps to reproduce

It will happen at the default arrival rate but you could bump up the arrival rate to force the behavior to occur sooner.

My note: I play for points and to continually improve my vectoring. These penalties are frustrating to say the least.
