The keyword 'germinate' has a double definition.

  1. in the input; 2. in the model state.
    Let's change the input to 'rhoger'.

Also, germination is not reset after vegetation destruction with a high water event. This causes vegetation to grow back on the exact same place where it was washed away. Resetting the germination model state matrix will solve this.

what hold for 'germinate' also holds for 'lateral'
