When ods-pipeline debugging is enabled, perhaps this task should divulge more info.

One way might be to set the TF_LOG environment variable to TRACE (see https://support.hashicorp.com/hc/en-us/articles/360001113727-Enabling-trace-level-logs-in-Terraform-CLI-Cloud-or-Enterprise).

This can already be accomplished by setting this in the kubernetes secret from which env variables are derived. The question remains whether this should be provided automatically instead.
