Support deployment with only selected components

Right now a deployment need to deploy a new version for every component, we would like to just update a subset of components

We select which components to deploy throu a flag in the metadata.yml in the release manager, which defaults to true if not present

Pay attention since a release without all components might not work on a brand new environment.
