Intermediately, oni_read_frame blocks permanently with RIFFA and ONIX system #24

This is the description of anecdotal behavior that I don't understand yet

Context
Hardware: ONIX beta test system
Driver: Riffa
liboni verson: 4.3.8

Description
Two users have encountered a situation where oni_read_frame() will never return. The only way to get frames in this state is to disable the device in the device manager and then re-enable the device. It seems to be be some sort of driver deadlock issue because the users are able to use all other channels (register access, signal channel) to get a valid device table etc. However, once oni_read_frame() is encountered, it will block forever. Restarting software does not help.
