When researching & requesting data also ask for matching election results (presidential, congressional, state house, and state senate) in addition to the precinct shape data for 2016, and for earlier election years if available.

There are KML files available here, but they lack the precinct IDs. For those it looks like $10 per county to get the SHP versions (data table preview).

From the Aaron Straus link:

By county here: http://www.comptroller.tn.gov/lg/ActiveMapCounties.asp Entire shapefile exists and can be queried here: http://tnmap.tn.gov/arcgis/rest/services/ADMINISTRATIVE_BOUNDARIES/VOTING_DISTRICTS/MapServer Contact them to get a shape file.

@migurski That looks similar to OpenAddress Esri servers, can you try pulling data out of it, please?
