This site has shapefiles for census tracts:

https://www.census.gov/geo/maps-data/data/cbf/cbf_tracts.html

which in theory form the basis for voting precincts at least as of the last census (2012).

Should we be at least filling in the gaps for those states not yet represented? I took a look at Missouri and it seems sane but I can't find even a PDF of current voting precincts in MO to compare against.
