Add few 2016 counties in Oregon

The following counties don't seem to have GIS data. We need to contact them to get printed maps (or PDFs or whatever) and digitize their bounds.

Usually these are very small places, so we suggest rough digitize and then matching Census tract / block files to construct the geoms.
