[feature] global hotkey for pasting

This would be tremendously useful.

Something akin (in appearance at least) to PowerToys Run, where a GUI appears, and we can select from a list of saved notes to paste anywhere in the system.

That seems a very niche use case. What will you use it for? What's the alternative you're doing right now - Is it doing a search and then pressing Ctrl+A to select all the note's content and then copy and paste?
