Add Github Action to auto-update dependencies each week

Some of the dependencies in the project are very out of date (mostly thinking about the Xunit dependencies here, but others too). It'd be a nice improvement to have a weekly Github action that auto-updates dependencies and merges them into the project as long as they don't break.
