tcpto.c is not Y2038 clean

Since it is only intended to keep relatively short distances, i.e. timestamps a few days apart, I think it should be easy to just check that if a wraparound occurs that this is taken into account. Otherwise mail delivery may stop at that point, i.e. the end is always larger as the now wrapped current time.
