There is at least one event instance in the database that has an event_idof NULL. For example, there's an orphan record with year=2024 and event_id=NULL.

If you go to the instance create page and enter a new conference name and 2024, the unique validator looks for year=2024 and event_id=NULL and fails.

There's likely another ticket to clean up the validator, but this is a good, quick first step.
