In macOS, the --parent argument does not exist for the mkdir command. Only the -p argument exists.
An error occurs whenever a directory is created.

$ mkdir --parents incoming_data/{DATASET}

# returns :
mkdir: illegal option -- -
usage: mkdir [-pv] [-m mode] directory_name ...

Based on the similar issue reported here, I suggest:

mkdir - p incoming_data/{DATASET}
