Did not implement the marquee effect.

For the sake of transparency: Stefan offered up that moving icons weren't a good choice, if they werelinked. Since the links on the brand icons were very inconsistent, we had previously decided not to link them at all any more going forward. We will be opening an additional ticket for the marquee effect on the banner.
