[ENH] - Open VS Code within JupyterLab tab

Feature description

This but done properly:

And "open in (VS) Code" to context menu over files (maybe in existing "Open with..." submenu?).

We need:

• a custom widget tracker to restore the tab on refresh
• an icon
• determine sandbox rules
• possibly customise which Code UI elements are shown by default to avoid confusion from double statusbar and double sidebar?

My two cents: This sounds good for quickly editing a file, but otherwise I would want to use my full screen for the VS Code window. As long as the choice of VS Code locations is easy, I'm in favor.
