Unable to run themetool

hey i downloaded themetool but when ever i try to run it it says "this program is distributed in the hopes it will be useful but without any warranty, without even the implied warranty of merchantability of fitness for a particular purpose. see the gnu general public licence for more details" and then it closes after i press okay and nothing happens. i have tried running as administrator but the same thing. sorry if its a nooby question but i am one :D
please help.

You got any methods to make it working, I'm facing the same issue currently, I've also tried different release but it still doesn't work, I also tried disabling my antivirus but still facing the same issue. It worked on a different pc I uses normally, but on this one.
