Create a new view for ‘register of interests’ on the top nav bar rather than the same page as the summary.

Register of interest is a cool thing we do, but hide a bit down the bottom of the summary page.

Want to separate it out so it can be an entry in the top-bar navigation for a representative.

Also lets us track visitors and interest in this feature (we have good stats on the full comparison page, but also want some indication of interest of people clicking around).
