Drop support for old minor versions of Gtk+ #27

While both 2.x and 3.x are supported, I think support for Gtk+ 2.x below 2.24 can be dropped, as well as support for Gtk+ 3.x below 3.10 or 3.12.

Travis' Trusty build systems are on 2.24.23 and 3.10.8.

Related: gobject-introspection is at 1.40.0.

I agree.

Years ago I still used ruby-gtk2. I still have some old code using it.

But I switched to ruby-gtk3 some time ago and rarely use ruby-gtk2
anymore.
