Drum Kit: can't enter notes of another voice with MIDI keyboard in a single measure #22741

Steps to reproduce

  1. open a score with drum kit.
  2. try to enter kick and snare alternately using MIDI keyboard (or screen keyboard), it won't work, unless in a new measure.
  3. try using computer keyboard or drum gizmo below, it works, though kinda wonky, because cursor doesn't remember its position when switching voice, but goes to previous note start in the new voice instead. (see Keeping horizontal position (time) when moving cursor among staffs #19045 for a feature request of this.).

Additional context

It seems to work in 3.6, but that's only because kick and snare are set to the same voice with MIDI keyboard.
And we had #13783 in MS3 until fixed in early MS4.

We plan to fix this in the new percussion system. @zacjansheski FYI.
