Describe the bug and expected behavior
i can‘t use dsq to handle csv file including chinese character like '北京'

Reproduction steps
[1]the command i used:
C:\Users\Administrator\Desktop> dsq jise.csv "select * from {}"
[2]the data file i used is jise.csv,in https://github.com/multiprocessio/dsq/files/14644144/jise.csv

Versions

  • OS: [windows 10]
  • dsq version: [win 32-x64-v0.23.0]
