Could we possibly get an update to mingw-w64-ruby to 3.2.2 or 3.2.3

I am specifically after the mingw-w64-clang-aarch64-ruby version, for packaging with rubyinstaller2 - diff

so that I can add support for windows arm64 for traveling-ruby for versions other than 3.1.4
