Need to add Docker image for isolated wasm compilation. It should be an additional / alternative way of compiling.

What shall be inside the image:

access to env variables from .env file
wabt utilities installing from a tarball for use, wabt version shall be taken from WABT_BUILD_VERSION env variable
bulid.sh execution
