We have noticed this with different joystick inputs - when the Teleop Twist is in the ROS graph, it stops sending CMD_VEL messages.

this was observed multiple times on ROS2 humble on Windows.

Could not repro with just Joy -> teleop_twist_joy. Could be a ROS2.net issue
