Automatically ask for performance information for reports where the initial comment says Firefox hangs or similar #2393

It would be nice to run similar logic to that asked for in #1887 whenever:

  • a bug gets a hang keyword added to it (if no profiler links are present in the comments)
  • a bug's initial description or summary contains "hang" or "sluggish", "unresponsive", "not responding" or similar.

Instead of a heuristic like this, we could use the ML model we have to detect potentially perf-related bugs.
