Detect unusual DLL when filing crash bugs

Suggested by @sylvestre and @marco-c:

Some crashes may occur in uncommon DLLs, rather than happening in a graphic driver or an operating system DLL. In such cases, we may want to increase the threshold for them so they are reported but not as frequently. Also, it would be helpful to highlight that in the bug description when we do file them.
