In particular, one cannot run multiparty jitsi rooms in dev

Could you describe steps to re-create the problem you are seeing? (I'm on a linux distro.)

just open three tabs and have them all go to the same jitsi room

I opened three IFRAME rooms which are all jitsi, and three JITSI rooms, and they are working for me. I made sure to sync with the source repo/master first.
