I think it is because the latest version is 1.0.0-alpha4 and some features are missing. ENABLE_ADMIN is ignored. Unfortunately, I have the same problem. I am using mongo 6, and mongo-express 0.54 is not working with Mongo 6, so I have to use the 1.0.0-alpha4 version that has many issues still, and latest release was 10 months ago.
