Description
FX Rate of 1063 was uploaded with “decimalRate”: 2 from postman
In the Finance Portal the rate shows as 0.1063. It looks like a decimalRate of 4 is hardcoded in the portal

Expected Behaviour
We expect to see 10.63 displayed in the finance portal

Steps to Reproduce
Uploaded a rate with “decimalRate”: 2 from postman
In the Finance Portal check to see what is displayed
