Release as a tools package to NuGet

When developing scriptcs or plugins for mmbot such as PBot, it would be great to be able to install mmbot as a solution level tools package.

I noticed https://www.nuget.org/packages/MMBot but this is a lib package and is not being kept up to date.

very good point. I need to merge #215 and refresha ll the packages. Going to have to be careful not to introduce too much pain

At the same time as refreshing, would you be happy to convert the MMBot package from a lib package to a tools package?
