Bad CPU utilization #671

Depending on algorithm which is currently trained, CPU utilization has a range from 100% to 3200%, while I've 56 cores on the server

All cores are used, but delays on them are big enough

Most problems can be observed while the NeuralNetwork algorithm is learning, it's always 100%
