Describe the bug
proxy-runner 'target_cache' has default value 'False' while docs say 'True'.

Which is the intended default?

Expected behavior
I guess it should be on by default?

Yes, my bad, the documentation doesn't state this right, it should be False by default. Thanks for flagging this!
