The SQL Version inside the container will always be the EXPRESS version (as long as we are using Windows Containers at least)
You will have to use SQL on the host if you want a Developer Edition.
I am investigating whether I can use SQL Server 2022 EXPRESS instead of 2019, but I did run into issues trying to update the version, so this might take some time.

Would it be possible to update the script which creates the image to SQL Server 2022 Developer Edition? Or something similiar.
