Tooltips of Minimize, Maximize/Restore & Close window buttons are missing

Describe the bug

Tooltips of Minimize, Maximize/Restore & Close window buttons are missing when ExtendsContentIntoTitleBar is used in a Window.

Steps to reproduce the bug

Create a winUi 3 project in visual studio, in the MainWindow.Xaml.Cs, inside the constructor, type ExtendsContentIntoTitleBar=true.
