Utilities Page- If AppExecution alias for utilities are turned off, it will fail to launch utilities and crash DevHome #2890

Steps to reproduce the bug

  1. Go to Windows Settings > Apps > Advanced App settings > App execution aliases
  2. Turn off alias for utilities
  3. launch them from utilities page

Expected result

No response

Actual result

Utilities should launch and DevHome should not crash.
