Thank you @c-decuir. It looks like this error is coming from the store.

Does running: wsl --update --web-download help ?

Sorry for the late reply. No, that did not help. I see the exact same "Element not found." error after it finishes the download.

Interesting. Does manually installing the latest MSI package work ?

No, that does not work. It attempts the install and fails partway through.
"Failed to install the MSIX package (error: Install failed. Please contact your software vendor. )."
