Repro Steps

• create a Dev Drive
• create a Debian 12 WSL 1 distro
• access files on the Dev Drive from within the distro

Expected Behavior

No issues.

Actual Behavior

Files cannot be accessed due to:

This is a duplicate of #10792, except that that issue is for WSL 2 and this one for WSL 1. Maybe they have the same root cause though.

Closing as a duplicate. Since the root cause is in Windows, it doesn't matter that this is for WSL 2.
