Replace win10-x64, win10-x86, win10-arm64 RuntimeIdentifier with win-x64, win-x86, win-arm64 to work with .NET 8.0

@myokeeh see #4723 . i'm drafting a fix. I also ran into this issue upon first build with the template

When are we going to see a new version of Template Studio that works with the latest stuff? This is an immediate show-stopper for anyone creating a newly generated project updating all NuGet packages.
