Tested by attempting different display drivers. Only when running OpenGL was HDR turned off after entering and exiting fullscreen. Stayed off even after mGBA was closed. Had to turn HDR off and back on in display settings.

I believe this is a Windows thing. Same thing (HDR off w/ OGL fullscreen) happens in Minecraft.

HDR on Windows is pretty jank in my experience. But I'm curious how well GBA games translate to HDR...

They don't. Anyway, this is at best a Qt bug. mGBA doesn't touch the HDR--or any display--settings at all. However, it's almost certainly Windows just being bad at HDR context management.
