Hi @maxogden , I think what the author of this issue wanted to say by just posting a link and leave it up to you to interpret it, is:

It would be nice if you could provide a license for this good text, so other people can know if they are allowed to copy, modify, use it for their own purpose. As long as you do not specify a license this means no one can use, copy, ... your text in a legal way. That's more or less the summary of the text given in the link.

If you really want to say: "This text is not meant to be used by anyone else", then a README file with your statement about why you don't include a license would be helpful. If you don't care at all ("completely opt-out of copyright restrictions"), you could just use a public domain license.
