Reactions from FluffyChat aren't propogated #37

I'm honestly not sure if this is a FluffyChat bug or an imessage bug, but any reactions from FluffyChat show a Ignoring reaction $..... due to unknown m.relates_to data error in the bridge, but show up fine on other clients. Reactions from other clients work fine.

<tulir>: fluffychat definitely does reactions wrong, but I'm not sure how wrong it is exactly

<tulir>: what's the point in encrypting an empty object?

Reactions aren't getting propagated from Element either. I can see the reaction in FluffyChat and Element, but not in iMessage (and of course, the recipient never see the reaction either)
